I use my smartphone to make payments. Does my mobile phone operator have access to my personal data?

No. When making a payment, your smartphone only uses the data connection of your mobile phone operator, just like a payment terminal in a shop uses the telephone or Internet connection of a telecoms operator. The data sent is encoded and so is not visible to the operator in either case.
